Created in 1965, the Education Commission of the States (ECS) is an interstate compact that facilitates exchanges of information and ideas on educational policy among state-level policymakers. Spurred by the vision of former Harvard University president James Bryant Conant, ECS was conceived as both a counterbalance to the growing influence of the federal government in education and an opportunity for state leadership to shape the future of education.
