The European Food Safety Authority (EFSA) was created by a European Parliament and Council Regulation and adopted in January 2002. The regulation established the basic principles and requirements of food law and stipulated that EFSA would be an independent source of scientific advice, information, and risk communication in the area of food and food safety issues. The impetus for the creation of the Authority was a series of food scares in the late 1990s that undermined consumer confidence in the safety of food and of the ability of governmental authorities to adequately deal with the problem.
