Introduction
In December 2004, Freedom House released its annual survey of democracy in nations around the world. For this survey, Freedom House collects a wealth of information related to civil liberties and political rights associated with democracy, and combines them into summary evaluations of ‘free’, ‘partially free’, and ‘not free’. The results were in, and Russia was declared to be no longer free. News reports focused on the retrenchment of democratic institutions in Russia, and commentators pondered what this meant for democracy around the world.
