Chapter 2: Building from Phase I and the Literature

Building from phase I and the literature Phase I influences what takes place in Phase II. Tables 1.1 and 1.2 in Chapter 1 are two of the many summaries available to the needs assessment committee (NAC). There are more critical pieces to add to the mix of resources. In this chapter the emphasis is on them and using the literature to guide what is done in Phase II. Witkin and Altschuld (1995) described a procedure that an NAC might complete early in Phase I (Book 1 of the KIT). The intent is to get the group thinking about questions and concerns that the organization might have about a goal or an area of interest. The facilitator kicks off a brainstorming session by stressing a probing, issue-oriented exploration of an area or a topic.
